Welcome to East Carroll Parish Schools. As Curriculum and Instruction Supervisor, it has been my pleasure to work directly with the teaching staff in implementing the Comprehensive Curriculum during these past two years. The advent of the Grade Level Expectations and the subsequent Comprehensive Curriculum has presented our teachers with many challenges over the past two years. East Carroll Parish teachers have been working diligently and have integrated the GLEs and the Comprehensive Curriculum activities into the classroom. We have had Professional Development meetings to align the curriculum activities parish wide so that we will be on the same page throughout the parish. We have a Uniform Parish Lesson Plan in place in order that we may track the GLEs and activities of the curriculum which are being taught.
Comprehensive Curriculum: Louisiana's new Comprehensive Curriculum is based on Grade-Level Expectations (GLEs), statements of what all students should know or be able to do by the end of each grade, PreK-12, in English language arts, mathematics, science, and social studies.
Grade Level Expectations: A grade-level expectation (GLE) is a statement that defines what all students should know and be able to do at the end of a given grade level. GLEs add further definition to the content standards and benchmarks.

Another aspect of importance in our parish is addressing the NCLB Highly Qualified Area. As supervisor of Teacher Certification, it is my responsibility to see that each teacher will meet the definition of Highly Qualified by August 2007. We are extremely proud of the fact that most of our certified teachers in the NCLB core subjects are classified as Highly Qualified. We offer Professional Development, pay for tuition and PRAXIS tests, and send teachers to content area conferences in order to assure the Highly Qualified Status. This is a rural parish with a high poverty rate; therefore, we do employ teachers who do not meet the highly qualified status due to the fact that we have a teacher shortage. These are called Temporary Authority to Teach Teachers. During the three years in which they are employed we encourage them to take courses which will enable them to enter an alternative teaching program. We provide for their Tuition through the Local Teacher Quality Grant and Title II Funds. We pay for PRAXIS tests and provide PRAXIS workshops and PLATO PRAXIS practice in order to prepare them for the alternative entrance requirements. We are in the process of attending TEACHER JOB FAIRS at various universities throughout the region—Grambling, LA TECH, ULM, Mississippi Valley, Alcorn, and Southern—in order to secure the best and most qualified teaching force for our 21st century students.
East Carroll Parish has a very strong Teacher Induction Program through our Louisiana Teacher Assistance and Assessment Program (LaTAAP). We have mentors in each school to guide our new teachers through two years of “counseling and mentoring” using the Louisiana components of Effective Teaching. For the past two years, East Carroll Parish has participated in the PASSPORT Training project where all material for teacher induction is complied on the PASSPORT Web system.
Section 504 is a very important aspect of our school system. Its purpose is to prohibit discrimination on the basis of a disability in any program receiving federal funds. Who is protected: A student is eligible so long as he/she meets the definition of qualified handicapped person, i.e., has or has had a physical or mental impairment which substantially limits a major life activity, or has a record of or is regarded as handicapped by others. Duty to provide Free and Appropriate Education: Requires the provision of a free appropriate education for students covered, including individually designed programs. "Appropriate" means an education comparable to the education provided to non-handicapped students. East Carroll Parish School District has a Section 504 policy available with specific procedures in place.
Our parish has dedicated teachers, administrators, staff, and support staff. Our goal is to support each child in attaining the highest academic success, through proven researched based strategies in the classroom. We do realize that each child is different, and we do believe that NO CHILD WILL BE LEFT BEHIND.
